The Kenya Devolution Support Program (KDSP II) is a World Bank-financed program that supports capacity building and technical assistance for county governments in Kenya. The program aims to strengthen the effectiveness of Kenya’s devolution by helping county governments plan, deliver, and monitor public services. Some of the program’s goals include:
i. Capacity building: Supporting capacity building and institutional strengthening in key areas ii. Performance grants: Providing performance grants to counties to address their own needs and demands iii. Monitoring and evaluation: Introducing a monitoring and evaluation framework to assess progress towards outcomes iv. Capacity gap identification: Strengthening the process by which counties identify capacity gaps
